These people would not want to be wasting their time so will be wanting to either make some substantial progress or if possible sign something. If they go to the conference only for nothing to come out of it then their popularity is likey to be hit as they will be shown to be leaders who cant get anything done.

Leaders regularly attend summits where nothing happens, they simply create a document and hail it as a success no matter whether it really is.
